Ukraine has created the UA-Trusted list including information related to the qualified trust service providers of Ukraine that are under supervision, together with information related to the qualified trust services provided by them, in accordance with the relevant provisions laid down in Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC.

The present implementation of the UA-Trusted list is to be referred to the TL ADES LOTL

Policy/rules for the assessment of the listed services

Governmental bodies of Ukraine supervise qualified trust service providers established in the territory of Ukraine under the The Law of Ukraine of 01.01.2024 N 2155-VIII “On electronic identification and electronic trust services, which is harmonized with the of Regulation (EU) No 910/2014 to ensure that those qualified trust service providers and the qualified trust services that they provide meet the requirements laid down in the Regulation.

The Law of Ukraine "On electronic identification and electronic trust services" (the Law) defines the legal and organizational principles of electronic identification and the provision of electronic trust services, the rights and obligations of the subjects of relations in the fields of electronic identification and electronic trust services, the procedure for state control in compliance with the requirements of legislation in the fields of electronic identification and electronic trust services in Ukraine

Resolution of the Cabinet of Ministers of Ukraine dated August 11, 2023 No. 844 "On approval of requirements for the Trusted List" (Resolution on Requirements) defines the requirements aimed at ensuring the maintenance of the Trusted List of Ukraine as part of the information and communication system of the central certification authority, its information content, technical support, supporting the exchange of information between its constituent parts in order to ensure trust between subjects of relations in the field of electronic trust services.

Following the Resolution on Requirements, the structure and procedure for publishing the files of the Trusted List is determined by DSTU ETSI TS 119 612:2016 "Electronic signatures and infrastructures. Trusted lists.

The procedure for maintaining the Trusted List, approved by the order of the Ministry of Digital Transformation of Ukraine dated November 8, 2023 No. 139, (the Procedure) determines the procedure for maintaining the Trusted List, entering information into the Trusted List and providing 24-hour access to the Trusted List through public electronic communication networks.

In the Ukrainian Trusted List, there are two types of qualified trust services that the Central Certification Authority provides to QTSPs and which are included in the UA-TL:

I) qualified electronic trust service of creation, verification and validation of electronic signature or seal, under Article 20 of the Law

II) a qualified electronic trust service of creation, verification and validation of electronic time stamp, under Article 26 of the Law

The general user guidelines for applications, services or products relying on a trusted list published in accordance with Regulation (EU) No 910/2014. The “qualified” status of a trust service is indicated by the combination of the “Service type identifier” (“Sti”) value in a service entry and the status according to the “Service current status” field value as from the date indicated in the “Current status starting date and time”. Historical information about such a qualified status is similarly provided when applicable. Regarding qualified trust services of qualified certificates for electronic signatures, for electronic seals service type identifier is “MR-CA/QC”

The UA-Trusted list includes both current and historical information about the status of listed trust services.
